Have the same issue as everyone else here, can't get the game to run. Yes system locale is set to Japanese (this isn't my first VN, heck, I I've even played this one before, so no idea why it doesn't work now). Redownloaded, restarted my PC, started in admin, tried locale emulator instead, same error keeps coming up (same as others in the comments).

No idea how to get the game running.

did you extract it via win rar as jap file because maybe some of the files arent translated and you just get those random symbol thingies

I can't replicate the error people are having so I can't help. Being on Japanese locale should be enough to run it without issue.
