santa hat is behind a plant outside of Eva's apt. the maid outfit you get from walter. i used the shower at the massage parlor and he can him telling you to come to his apt on the weekend. there he gives you the outfit

It is normally, but there is a reset save option now, which I assume will start you off at last update.
