I prefer to rely on the word of the developer, who wrote the entire story long before the game started...and not to breed fantasy just because you don't want to admit that, like Callista, Veronica turned out not to be the monster you so fervently believed she was.

Chloe is basically fucked on any playthrough I remotely take seriously. Sometimes I do things I wouldn't normally do when looking for variant scenes but I'm positive I've picked Angelica to manage the pod every time. I don't think I've ever groped Chloe at the mines either when given the choice.
Only time I've done anything to increase Chloe's levels are on my evil Dominique runs...for reasons. Angelica wins hands down every other time that it's not even close.
Probably something like that happened. With this chapter and its reveals it makes even less sense but I reckon we'll have to go with Tess on this one.
I used to do Chloe all the time since I liked having my own mini Juliette working for me, but realizing that giving her any points is a legitimate waste of time made me abandon any further storyline with her.

Even I have gone of Chloe she fell down my tier list a bit when Dom Kane's finale gets some action with the red angle she going all the way to S tier Elana has gone the up ranks too
Nothing has been implemented yet at all (as with any of the girls really, Kelly exempt now)....but it will surely come into play. For Dominique, doesn't matter if good or evil, Chloe owned by her and you can gain points (two ocassions) with Dom for being Chloe-centric.

In that case, one should also ask at whose request these drugs were developed...I recall there were mentions in the game of the sisters approaching V with one request or another related to their sexual amusement. So it's still a big question whether V would have invented all this if she hadn't had requests from her perverted sisters.
