Dowager queen is the old queen so MC's mother, northern warrior will appear during scripted northerner raid. Elf queen i can't remember for certain but it might have been that you need to send your mother as envoy to them.

Don't remember exactly, iirc they should just attack at some point from the north and you need to respond to it with fast enough speed, might have been that you also yourself have to lead, might be wrong, it's been some time since i played this.

Unless something has changed, 29 points should be ample for the marriage alliance option. You may have hit some bugginess.
