Stop discussing about the game requirement. When you're using Unreal Engine or any game builder software, you must make additional script to limit using the PC resource. Now the problem is, not everyone know about it and just continue make the game without thinking about the player PC. Don't asking things like "I can play the latest Tomb Raider with Ultra setting and it's smooth" ... well, those AAA developers have specialist coders who know how to limiting resource use without decrease the game performance. Unreal Engine just provide you the platform to make games. The simple explanation is this ... Developer has to choose to load all cells/rooms in the same time, or choose to load 1 cell/room at a time, faster but when changing room, you'll get loading screen. There are advance game coders that able to load all cells at the same time and it still smooth and no loading screen on changing room, but definitely, they are paid in thousands dollars per day, also definitely not making pornos games.

As for your question, if you want to max all graphics details, you need a GTX 1070 or better. For current gen Nvidia cards, I would say an RTX 2060 or a 1660 ti can handle max graphics settings.
I cant testify to that, as I dont have those cards.

In any case, if you want to be comfortable playing the game, with just shadows set to Low (it doesnt make a big difference imo), try getting a used GTX 970 or 980 for cheap.
Other options include RX570, 580, etc, from AMD.

Of course, the rest of your system needs to not bottleneck the graphics card.....
