If I remember correctly, you need to talk to the person in the tent, in the north east corner of the city, then when you annoy her a few times, you need to return with one of the orbs from a boss and talk to her again. She should give you the fishing rod then, I think you need to be lvl 25 or higher to trigger the event at the fishing spot.

Its a standalone game based on the abandoned version of the original version.
