No, man. It's because that's where the bowstring is supposed to go, because you're supposed to sight down the arrow as much as possible. Here are three pictures of proper form that one simple search on the subject showed. Notice how the boob protector is being compressed:Probably in case the string or something else broke, those things hurt when they snap you on the skin like a rubber band (I had a tendency to somehow totally avoid the arm guard when I first started, it wasn't pleasant). Considering where the protector is in this case, that's an even more painful area to have the string, or worse another part of the bow, snap you on.
