For the game currently in the opening post look here. For a few mods make a version of 3.0.22 with tfpatchguy's things, and check the txt file in their MEGA folder.

If you mean tfpatchguy's 3.0.22 translation then no, it's for 3.0.22 not 4 whatever. Rey always fiddles with code, more so when the first digit changes. There's also the UI (again) and Sylvie changes this time.

Probably 3.0.22. It's the latest version, not counting the betas than don't have a English patch. You wouldn't really be missing out on any official content if you didn't, but there has been more unofficial additions if you use the mod and the custom clothes packs.
