As long as they are turned on, they will occasionally/randomly happen at the morning meeting. There is one woman who gets caught stealing on occasion, and there is another woman who can't afford the tax.

You can still change the laws back (if you did not get too far).

You need to do raids in the wastes, eventually you will run across her being held hostage.

will changing the laws show any scenes missed? I just let them be. So I only got . . . .I already forget the thief girl's name, and Isa

Isa was the bride, Pam was the thief. They each have their own little stories. Short, but I thought they were worth doing.
Yeah, changing them back will unlock them.

No, I don't think there was anything with her. There was an Egyptian looking mutant though.

Is this the final update of the game i just got to a quest where it says wait for the traitor to reveal himself in a future update but the game says completed here on the site so i am confused?

There is more than that, you should be able to continue playing.

We haven't heard from him in a long time, I don't know that he had to go fight, but anything is possible.
