Sorry, I don't know what else to say, that one should have been fixed in the current version. I am not sure what is going on. Not a coder myself, and I haven't heard from him in a very long time.

As long as they are turned on, they will occasionally/randomly happen at the morning meeting. There is one woman who gets caught stealing on occasion, and there is another woman who can't afford the tax.

You can still change the laws back (if you did not get too far).

Isa was the bride, Pam was the thief. They each have their own little stories. Short, but I thought they were worth doing.
Yeah, changing them back will unlock them.

No, I don't think there was anything with her. There was an Egyptian looking mutant though.
