The developer promised to make public releases every two months, interchanging Loser and SP2. But it is the end of October now, and he published each game only once this year. Loser in a February and SP2 in a May. Plus new Unity policy is literally ended using this engine by indie devs. There is a big chance that this project already abandoned or will be soon. Maybe, there is a chance, that will be a new one, on another engine - but this one is dead.

Developers bring their free/public versions to this "pirate" site not for charity, but to attract new subscribers. And he did promise to make public releases with two months schedule on his patreon. But he is very rarely visits his patreon (once per month now, was once per two weeks before) - this is why discussions are here.
And Unity - Baal already had a hard time with it. A lot of criticism were on his discord after he moved to it from RenPy. Now looks like a perfect time to throw out this obviously failed attempt and move on.
Unity changes have never been aimed at large projects, by the way - large projects already are on 2.5% share plan and runtime fee does not affect them at all.

So yes it is worked upon, but the refactoring on this version of Loser was more heavey than expected. Deal with it.

Oh, but I absolutely get it, even more, I believe it's really good for the game. I only hope that's the last time he's improving the mechanics and will be able to focus on content alone for the next updates.The reason why you change mechanics after that long is that it turns out they are not working correctly anymore. Because this was the first game you write with that engine and you made mistakes at the beginning. And unfortunately the one planned change brought a snowball of other changes. A change of that magnitude was not planned for this version.
