Same problem, I found if I equipped the Geeky Pen and Tweed Blazer it would bring my Intelligence up to 110 and let me pick them all again, but then I get stuck on that screen.

I downloaded the first version too, in the newest the problem is already fixed, reincarnation with 100 inteligence and all the dialogue options from the start.

I can't even get the chat option with bree and sasha to show up to invite samantha. love is 90, kp is 100 on sam, and I admited the truth and all that, it just doesn't seem to have fired

I also ran into this issue on 21.5.0c, but I can confirm that it's been fixed (at least for me) on 21.5.0e. So grab the update and see if it fixes it for you.
