I'm not there yet, But I Believe that you need to be Duelling at level 10.
and have your spells around about 200 strength,

To start the duel talk to Ezra

And yes, the option to fight him comes up once you're reached lvl10 in the duels.

it starts automatically one morning when you wake up letter and they you get to choose whom to spend time with
