From the woods transport to 3rd floor. Then go right and go SE into the ducting. Go all the way down and the welder is now working so you can fix the ladder.

You can do it yourself if you still have the last mac version. Drop the contents of the pc upgrade in the relevant locations in the previous game and it will work. Don't drag the whole folders over and replace, you'll need to make sure the correct files are replaced and new ones are added.
