Yep, he just escapes after you defeat him, regardless how. You can do a dommy handjob on him, if you win via lust and are a dom, but nothing much overall.
Maybe he'll come back after you defeat a bunch of hunters, or during Feraldo's update since he's connected to the hunters company, but that's unsure and up to the dev/writer.

From what I've collected, there's a bug when you try to unlock it, which only works if you get into the vip zone of The Pulse via respect (by fucking metahumans in the middle of the club or cheating), because somehow if you unlocked the vip by subbing to Thul or stealing his access, the game doesn't register that, making the Feraldo's scene unavaiable.
Either you wait for a further update late Feb/early March, or go back a save before the Pulse vip zone.

You load a save, (or start a new game) then press escape or right mouse button and then on Cheats.
Well you press esc and look said cheats if you want continue but carefully the heart o friendship also if you want the money, stuff repair the machine or something and power up too. (for star the game or load the game whatever you want, BUT CAREFULLY THE HEART OR FRIENDSHIP)
