Try installing this copy of DirectX 9 and see if that helps. If it doesn't, and you're still getting the resolution error, open Windows Update and have it look for new updates for your computer. Select all of the "Important" and "Optional" updates then restart your computer once it's done.

MC need travel with bus, I always do this way, I go to the mall and after go to the Police Station or Neon Club. always works fine

First of all, why do you not have an antivrus?
Secondly, try updating your graphics drivers.
