The event which makes the blindfold and cuffs available is when Veronica talks to you about Amy during the cab ride home. This won't happen until you get the third star for Amy by giving her Veronica's panties, then talk to her at the club before the cab ride. If you've done all this and it's not working, then maybe you've found a bug.
one more question plz event 8 it need sleep nake with her but i can't let her stay did i miss something ?
Not quite sure how to get Amy past 5 Hearts, I triggered the under the table event and talked to Amy at the Gym after, but havn't been able to raise her past 5.

If I remember correctly you have to talk her at Neon and get drinks with her.

Amy's points won't go above 5 until you've discovered the sex shop on Claire/Mom's path and done the massage oil/panties trade with Amy at the health club. Whether Faerin intended this or not, I don't know, as it contradicts what the official walkthrough suggests.
