Birth control is to prevent pregnancy. The other pill (not sure abt the name atm) will increase pregnancy chances. You can buy it at the general store beside Manila's apartment.

You can see there in the fertility pill pic that it increases pregnancy chance by 10%. You can stack multiple pills (not sure if intended) to eventually reach 100% pregnancy chance.
