Do you know what might stop the F1 key opening the menu? I'm sure I installed the cheat correctly however it doesn't open any UI like your screenshot :<

Run Magpie, select Anime4k as a scaling mode, remember the Magpie hotkey shown in the window
Boot up Max the Elf
Go to options, make sure it's set to run in 720p windowed mode
Press the Magpie hotkey
