No. That game is already finished (Part 1) and it is exclusive only for Milftoon.com members.
Please keep in mind that Milftoon has 250+ exclusive comics and there are 600+ exclusive comics, games and others on that same network (Milftoon , Y3DF , GilfToon , etc ) . Obviously lots leak out but lots also do not.

After doing Mrs Jackson's quiz, calling Gloria and checking that Linda is sleeping, when I go to the lounge at 2pm on weekdays like the walkthrough says, there's supposed to be a scene with kelly but the lounge is empty

You must be skipping a step. Check again the next weekend OR check Linda again

0.14 is Part 1
0.15 and above (recent) is the Part 2

Part 1 has some grinding so read through on how to use the cheat.
Part 2 is more straight forward but if you start with that one you will miss on lots of hot scenes and may have trouble understanding the plot
