Yes it has... either click ESC to skip dialog on cutscenes or click mouse button to skip current viewed dialog.
Please remember that if do not read anything from the dialogs then chances are that you will not understand what is going on or what to do further in the game.

The fact that the down arrow in the save menu goes up and the up arrow goes down is honestly the most triggering thing ever.

Same problem here. If I try to take a taxi to milfs house the game crashes - black screen and game exit. Tested in full screen and windowed.
