If that detective also makes contact with family and friends, as described in the original post, I'd consider that doxing because the detective used online information in a way that is potentionally harmful to the real person even if he didn't share that information online.
If he contacts that person via Social Media, I think he'd have to be friends with that person or followed by them to dm them? Otherwise you can only make comments that are public, right? I don't have a Twitter or Facebook account so I'm not sure.
Either way people, don't contact others you don't know personally without them giving you their permission.
