If the Patreon is locked for 3 months, does that count as the abandoned tag per the forum rules, since he can't be communicating about the game?

Its not under review. It has been reviewed. The sign you see now is just the standardised message to show up for a locked down page due to this sort of reasons.
T&S already did the review, hence the reason for the lockdown. From that point onwards its the dev's responsibility entirelly. As far as T&S is concerned they already did their part. For them this was just another monday at the office. They don't keep an eye on it. They are perfectly fine if it remains this way forever. When (and if) the Dev messages them will they bother with it ever again. So it will be removed when Icstor actually removes the outlined questionable parts and notifies T&S about it.
Seen "Under Review" pages remain as long as 8 months and i'd assume it lasted longer, i just stopped keeping an eye on the project at that point.
The point is, this is just the standardised sign thats on the lockdown surface.

He isn't winning anything since he is losing money this way. Losing everything to be precise. He won't getting pledger money unless he is Patreon compliant.
Unless he is ready to let it all go he really doesn't have options. Either work as fast as he can to stop the bleeding or give up on all the patreon money he was earning. There is no wiggle room here.
Obviously we don't know his real life. If he is reliant on other sources he can take his time. Buuut if we assume he has grown fat on pledger money and was dumb enough to rely on it solely, not investing in anything else, believing this will last forever.. then he is in hot water right now and probably working as hard as he can.
Of course there is a possibility that he just throws everything aways because mental conditions can lead to questionable life decisions. I'd be assuming he is now working hard to regain access to the free wage he is no doubt used to.

They do not. I do not know whats exactly happening with their status as i'm not a pledger but when pages come back from lockdown they do so while retaining the pledger base. Its merely an educated guess that the billing is suspended otherwise this whole lockdown would be entirelly pointless.
I'm sure there are actual Icstor patrons lurking around. Maybe one of them can shed some light what exactly is happening with them when a project they are patroning gets frozen like this. I'd be curious to know whether they pledges gets suspended or just accumulates. Do they get a notification that the project is now locked down temporary, by T&S.

If I have understood you properly, the "under review" mark means a fact that a page of the Dev is currently under some procedure without specifications of action, being performed by T&S guys at the moment. Thus nobody exepting the page owner and T&S team are aware of real patreon`s requirment to ICSTOR and his measures to perform the demands. Am I mistaken?

Pretty much yes, nobody knows by default and for certain, buut.. : When they are put under lockdown like this Devs usually don't keep it secret, the reason, why. Would be silly anyway, since everyone is asking what have happened. So as per usual, a statement was made:

ICSTOR for the past what.....3 years? Has been using one lame excuse after another. The only good news is that while it is suspended, he is unable to draw down cash. For this reason I hope it stays locked down permanently. He has stolen so much money using fraud and just lies to keep his loyal base pumping in the cash. Ignore this. I can not wait till we get the abandoned tag on here... anyone have the exact countdown?

Hello i have only seen this report now why this decision was made, why is it now being removed, other games are allowed to make this and not this game not ? or what This is not fair Why can't the player decide and why can't you decide before the start of the game whether you want to have it on or off ?

Why does the patreon decide that is whether one would live in north korea or would live in a country where one is only allowed to show children's movies or only happy movies and no movies with blood or violence and why are boring games with female protagonist allowed to do this and this game not ?

So if we think this is legitimate at all (it is not) then Patreon is coming down on Milfy City because they have OMG finally realized it is about incest. This is blatantly not allowed. Now they will find everything possible to put the game out of their business.
But- it is much more likely that ICSTOR is simply doing nothing. He is a lazy liar. I would say what I really think but I have already been muzzled on here before.
The developers should simply host the game outside of patreon.

why doesn't he switch to another support site there are enough sites like patreon i think slowly that he is using patreon as an excuse so that he has more time and earns more money and uses his supporters
