He got flagged by Patreon for blackmail and rape content in his game regarding the Celia story (the teacher) which caused his Patreon page to be suspended. He was asked to change it and submit a revised copy of the game for them to review and unsuspend his Patreon page. He did it and said he would release the Judy content "soon" weeks and months went by and then finally a post saying the game will be on "hiatus" until he feels like working on it again because apparently Celia's story was "integral" to the overall plot somehow and he couldn't make it work with the revised version so he lost interest in it.
At least that's his excuse, I don't think he really wanted to work on it since he planned on finishing the game abruptly with flash endings for all the main characters but at the same time he'd lose supporters, so instead he drew new bait on the hook by announcing a new game: Milfy Mafia on Subscribestar (...completely scrapping Project X/Milfy Kingdom in almost a month of announcing it).
My guess is he wants to move his Patreon pledgers over to Subscribestar and eventually one day he'll announce he will finish Milfy City and stick to the original content of the game (pre-Celia changes). That's two revenue streams for the same game, it's his golden goose so he doesn't want to finish it off yet and wants to steal money off gullible pledgers.

This thread is full of people that either love or hate the way the development of this game has gone. If the moderators stopped doing their job in this thread, it would turn into a total crap show. We've seen this recently in another game (AWAM) to the point that the thread was essentially closed to new posts.
Add to that the amount of trolls that this thread has attracted, someone has to keep down the potential flame war that would eventually happen.
He isn't. He just said that to see if some delusional people still believe his lies.

Your heart is too kind. Get though, mate. He has fallen lower than Gumdrop and it has also evolved to black hole while sucking out every little amount of money from anyone who still believes this fraud.
We are not talking about the biggest evolutionary game of all time where if a character's role has changed you have to go back to the beginning of the earth. Change some line's orders and fill the blank points with new info. That is all it requires for this game to go on but milking cows while pretending to be that evolutionary creator & artist and making the whole script change sound like the biggest problem solver of all issues of the whole world is the biggest tragedy ironically.
