Dark/tanned skin is a gyaru thing, it comes with the territory. If you adjust the gamma on your display you could make it lighter though.

For everyone asking about the window size, you can just click and drag on the edges of the window and it resizes just like any other window. Be careful of the aspect ratio though if you go too tall or too wide some UI elements might go off screen.

I haven't played this game since then but I think you can only do it in the options menu. It doesn't save and let you wear it while you play.

The game only let's you change the picture of the charecter to change not the one that you wear while roaming
