Kevin is Max's best friend, I think you mean the older brother. The older brother was removed from the game and he will not come back.
I truly don't know what could cause this. I am out of ideas here. I am in the game right now, have the same screen open as you and I truly cannot see the issue. Maybe someone else could help?

Can you check the screen resolution? try to change it to a lower resolution.maybe old saves had an effect?...........I can give it for verification
