That's pretty standard as far as Japanese netorare goes. Guy has a crush on childhood friend; childhood friend gets a good seeing to by a bully boy, or apparently in this case anyone the cheeky bint comes across. But she nevers sees MC as more. He never gets a look in (figuratively) but still considers himself cucked, getting off on the shame.
