Okay so it seems to be poor coding to where you can't continue your save, but when starting over you can skip to the new content and that will fix both issues, Rebeccas route now showing up and Power not being clickable.

For anyone wondering what is the Misato scene, it's just the scene when the MC takes the psychological test and sees a bunch of naked girls it seems to be some sort of bug causing the gallery to show an empty slot even if you view the scene.
