It's not. Japanese/Korean manga are full of step-incest. They are so common that you can even get familiar with their shitty machine translations. They often translate "stepmother" into "mother in law" and the plot doesn't make any sense. Even in suggestive, non-h manga, half of the fathers are re-married to a young hot stepmom with a hot daughter.
