I feel like that could be taken a couple ways: 1) 'Soon' as in the next couple hours, or 2) 'Soon' as in no longer today but TBD.
Personally, I'm going go with the hopeful choice and decide it's the former. I do also think the fact that he changed the Patreon page to 'soon' is good news. From what I've seen from other developers who miss deadlines, they either go completely dark or put out a long message explaining why they are going to miss their deadline.

Hasn't he addressed that it probably won't be released this july but it is still going to be sent to july's patrons?

Only thing we know is that the update will drop early August. Would assume a week in.
Yea, me neither. I mean, I would love to get two updates in August, but I would prefer that he takes his time to keep the high quality this game has up to now. Rushing out updates has ruined some other games.
