Sadly its been this way for about the last 4 updates or so, very minimal story/events per character, some characters havent been touched since the begining but they keep adding more.
talk to the old sailor at the lake and buy it (I can't remember how it is called), then go to mc's room and click the "repair webcam" button

No, she was taken out due to the no incest rules, and they did not want to deal with it. There is a mod that will put the one scene back in, but there will not be any more.
It literally just updated yesterday.

I'm satisfied with the pace of relationship developments between the MC and his Manor Girls. It's seems that they're all acknowledging and trusting him as the Alpha Male and Harem Master(!) and involve him with their own family matters. This in turn leads to an understanding with each girl's family that he is an important part of their lives. Whether he eventually gets that "perfect" ending where he marries and has children with them all or not, this game has kept me hooked and I commend Jikei and Phreeoni for spreading the stories out to keep as many Factions covered as possible each update!Yeah, it would be sad if she could not... Though that would not mean she couldn't still do it for fun.
I always figure, anyone in the harem is free game, at least once it becomes official (assuming they agree, that is, obviously).
As for Velle, I figured she slept around until she figured out that he was enough for her. Whether she can or not, I figure should be something they agree on, there could be limitations (only suck them off, no sex, whatever) or not, but I like to think that is something they talked about off camera (and it can be whatever the player wants).
As if we would be so cold as to not feed our pets!!! How rude!!!!

Re: Light/Minimal Updates while introducing new Characters and not fleshing out old ones.
I can't speak for this developer, but I have worked with others.
They develop an outline -- which is usually modified heavily with input in forums like here.
Next is to get the world running more or less. More often less than more, with loads of Content Coming Soon links.
They introduce more and more new, so that there are place holders they can go to later. THey don't have to code it all from scratch, they just get their ideas down, before they forget them. If they don't, they wind up removing a ton of stuff to fix the things they break when they do the updates and attempt to give you all new stuff.
Sometimes, the light updates are a whole bunch of behind the scenes code you never see. While it looks like a nothing update, they've completely revamped the workings of something.
Then there's the horror of Real Life. Sh$$ happens and it takes time to work around it.
I love the game, but I play it through, then wait three or four updates, because I don't want to get frustrated waitng for my fav character, who always seems to be the one no-one wants to see updated.
All I'll say is, I enjoy the game and I'll wait -- however long it takes -- and say THANK YOU FOR ALL YOU'VE DONE THUS FAR. I mean, I didn't pay for it. Right? ;-)
