They've probably implemented the same thing as many other games are doing on Android, it's a second save file location, so when you uninstall the old version and install the new one you don't lose your saves.
So yes, it needs permission to make the saves in a different location.
You don't have to allow it, but if you don't want to have to backup your saves manually and put them back every update, or start from the beginning every time, then you should allow it.

Alorth is working on like 3 games and helping others with there games to i think so don't hold your breath for fast updates expect loooong times between updates

I don't believe so. Unless the wallpaper counter (open the side bar with girls and look at the top) is somehow failing to report that there are more, what I have on my post should be comprehensive.
