Reminder that "-mancer" refers to a type of divination. A nekomancer would therefore be a seer who tells the future by looking at the movements of, or talking to, cats.

This game gives me Witchload vibes, in a good way. I want to see more.
I see from his twitter he has another game, is that on f95 too? Could someone grab that as well?

Gotta say, the controls so far annoy me. It says on the title screen that arrows move, but it's WASD. Since you can't change the movement, Z and space are bad choices for other buttons.

No, but you get to control a cat trap and make them fight other cute monsters. That would make the player the nekomancer.
This game was clearly inspired by Sword of Succubus's gameplay and tone. That was a great game so I already know this one will be great as well. It's Gameboy box art artwork just pushes this game over the edge.
