you have to have internet the first time it will save the translation for offline use later.

Currently No, But it seems that the dev might add some since there is an option for costume in game that's not used right now.

I considered translating this before buts its incomplete and honestly I rather not have to constantly translate it with every single update. I don't think many people will do much for this beyond machine translation at best.

I'm assuming the reason there arn't more costumes right now is cause then the dev has to make animation variations for everything involving that costume.
