The game was released in June and July this year I think, and the fan translation just a few days ago. You might be thinking of NPC Violation ~Have Your Way Within This Game~ or I Was Reincarnated Into A Game Where I Can Violate NPCs.
Is this enough games to qualify it as a Genre?
I'm starting to see quite a few mangas that are like this too now

They're NPC's in a game like FF or Dragon Quest. All they can really do is what they're programed for, like telling you to go buy potions at the store (although you do get a bit of a reaction). But your not and can screw them.

See a NPC screw the NPC, move on to the next. Like the description says "No story included. Talk to them and go straight to sex in this game-style CG set." So no need for anyone's save really.

yeah, kinda sad that there's no story (yet?) as this game does have an interesting concept. the fact that the npc girls show some physical reaction and don't resist the mc pushing them down, holding them, etc kept making me think they weren't just some npc characters but eh
