Weird question, how do i unpack and then pack the .pak file in locale folder?

If i do need a tool for it, please let me know what's it called.

I tried my best to protect from everything, ignored all the events that increase probability and interfered in anything optional and there was still no wholesome end. Not sure what I did wrong but if anyone knows how to get wholesome end let me know.
