Well Arthur was the most notable/memorable sidecharacter in GGGB, he also displayed the most depravity and had the most impact on the main character. Compare that to the wet fart that is Seymour. EK didn't fuck up, this is exactly what they wanted to do from the start. A less hardcore, more romantic story - by some accounts more realistic but at least imho a lot more boring. Add to that the slowed / elongated development process you got a recipe for problems. Thats why we see more cameos, more callbacks and fanservice.
