Axel is using fists to intimidate. Seymour is using money, it's obvious which is worse.
Nah, what's worse is highly dependent on how effective it is, which is highly dependent on context/the society it is embedded in.
You have a "civilized", capitalist context, in which the target is allowed to summon defense (maybe) against physical violence? Axel is a more impotent threat, while Seymour's abuse can't be easily countered. (This is ignoring the actual money-power he has, as an access to modelling, for the sake of your argument. Seymour is still way worse on that axis)
You have might-makes-right context, Seymour has delusions of grandeur, easily counteracted by anyone going "actually, fuck you", while Axel's abuse won't be stopped.
It's like plague and cholera, how about we just eradicate them both while we're at it
