Iirc should be outside on the left side of the building next to a firepit. The guard is there during the day on their break

There's no draw backs to anything, your meant to do multiple cycles and get multiple endings.

From memory too low or too high development locks you out of the true ending for that run, which is what they were asking.

But since it sounds like their first run they should just playthrough the game, since you unlock bonuses for ng+
