Your on the right track.... after the CBJ flooding go to the villain pub at night with pirate costume on and she will appear.

I had her appear without wearing the Pirate costume. You do need it to advance with her, though. Funny, I'd forgotten that I had it in the Wardrobe and was trying to hit Capt. Hook up for the connection.

Can anyone tell me which attraction holds the last villain? I have Captain Hook, Claude Frollo, Clayton, Dr Doofenshmirtz, Lady Tremaine, Lefou, Mother Gothel and Pete. I know the blonde thief appears in one of the expansion areas so that leaves 1 villain I don't know about.

You have to click on the computer on the desk in your office. There's a tab on it marked schedule. Click on it to set the girls scehdule for both during the day and the night
