Do the quest to have the club 1st (duh), then open MC's PC, go to "girls" tab, on the right-side you'll see "night time" (left side is same thing, but for daytime) and you can click the portaits around to where you want them (either stay put so you can snu-snu them, do park stuff for $/rating and finally go to the strip club).

lol i think i softlocked ive done most of cindys scenes helped most of the villains but havent even unlocked belle yet and havent even had sex with aurora was told about firewooks and parades but nothing happened

"New" Jessica what ? She's been in-game for a few builds now. If you mean her scenes : open the club and talk to her (maybe get the girls to work there a bunch of nights). Then talk to her, the scenes unlock themselves

As for Mulan, you need to unlock the "China" attraction in Epcot and go there during the day (probably more, once again she's been in the game for a while, with nothing to do though)
