No, you can be there as early as 9am. I make events trigger with a very wide range to try and make sandbox a little less frustrating.

I know i didn't run into this but then again i never tried going at 10am.

I'd say leave it for now because it is so new, but best to get it sorted next update.

Found the bug. The hint system is triggering for Dani ahead of time. You need to progress Hikari's story, specifically to get her to teach the strip class as was discussed between you and Dani in the previous event. Thanks for reporting this, I have it fixed now.

I was thinking of the previous Dani event and got them mixed up. This was just a hint system bug.
