I would agree if this wasn't a H game. You are kinda just play the game to jerk off to it really, the game play just makes it fun to reach the H content of the game.
So in a marketing perspective it doesn't really make a lot of sense. You grab the main attention by doing a porn game, and then leave the porn for the last 30% of a very big game? That just sounds very bad if you want to gain money in development.
Don't get me wrong, the game has a solid basis that clearly shows signs of what is to come. But the marketing strategy makes no sense to me.
You are missing the point, it's not a marketing choice, it's how he develops stuff:It's like the exact opposite of Wild Life. Granted, I don't want to defend WL since that project has a host of issues as well, but at the very least they made the h-stuff first to keep people occupied while development continues.
He's going from MACRO to MICRO; he creates the big features, then starts to add layers upon those features, like animations, weapons, enemies, etc...he builds all the pillars of the building first, then starts to add the various floors to it.
Most of the other devs are going from MICRO to MACRO; they create the building floor by floor, implementing the big features alongside the small stuff as it goes.
Now, I'm no developer, but these seems to be 2 ways to achieve the same goal, and if he works like that, he's not gonna change it because you ask, it's his method and he uses it, also quite frankly, seeing the progresses, it's working...
Furthermore, and I'm not referring to you be aware: people who behave like addicts needing a new H-scene with every release or they riot are the last guys any developer should listen to (that was an hyperbole to make a point, don't take it literally)...
