How this game has been in development for 7years with litle to no demo to play is beyond unbelievable. C'mon, it's just a little google research .
Considering this is an English language forum, I assume he uses the US/UK keyboard layout.
It should be the button just below "ESC" (US). In my keyboard is the button with "\" (or "|" with shift).

Being alive long enough to have played the OG console command game in 1996 (I was a junior in high school at the time), Quake, the console command has been fairly standardized ever since then to be the ~ key on the keyboard. It is the same in pretty much every game I have played that includes console commands since then. Sometimes it is referred to the grave key or ` symbol instead. I think warcraft 2 and other various blizzard games referred to the console enabling key as the grave key. Essentially whatever the key/symbol is that is paired with the escape key on most modern keyboards. Lucky for me and my 65% keyboard design, both the grave and tilde keys are bound to the escape key.

Quake has it, Skyrim has it, Oblivion has it, Warcraft 2 has it, Dark Forces has it, and countless other games that I probably will never bother playing could have it. The one constant is that it has been the same key on my various keyboards over time that enables the console commands.
