I don't know if it is with cheats or without them, but there is a "wait" option which you access by pressing "Y".
I used this the whole time and just didn't understand why I couldn't get the option to build the house.
Then I did sleep instead of "waiting" and the storm event occured...
I don't understand why "waiting" didn't work, but sleeping did...

It's built into the event itself. You're supposed to be woken up by the storm. If you're "waiting," not "sleeping," you can't BE woken up. The red mushroom scenes function the same way; Sis can't ride you in your sleep if you're not sleeping. You can't be woken up by mom's moaning if you're already awake. This also gives you limited control over the event; if you don't sleep, you can put it off.

La seta roja se puede encontrar en dos lugares cerca del pequeño río con la cascada más pequeña. No la gran cascada. Si no puedes encontrarlos, no están desbloqueados. Lo siento si la traducción no es buena.
