Since 4.1.1 they use some compression to reduce the size of the game. It's in the changelog

As we play as dragon, not human. Maybe that? And developer told us 100 times so far that he don't plan to change our dragon protagonist to human, but people constantly nag it?

I was just about to say that
However if memory serves, during that scene he also remarks along the lines of that the idea was preposterous and side bars it. There was a discussion a while ago about it, I can't remember but I think the devs may have said something like it was an idea but they hadn't any content planned. I may be misremembering that though but it has been discussed here a few times. The main character can but the game developer is NOT going to implement it ever, plz stop asking for it.

No, it does not cost money but the dev has already stated that this game is DRAGON having sex with people.
Dragon turning human has been done fair share of times but never just dragon.
That is the biggest reason, if you don't like the game because you can't change into human then move on and find another game.
