No, 60Hz at 1920x1080. Everything worked fine except the scene transition, I had been to the area in question previously exploring the mountain and had returned for the side mission

I often in the game used Ctrl, I was not at the time of the hang. It hung for me at approx 2:01 in your video, so on the map change to that scene it hung completely for me
