Granted that can be the case- However:A childe would still be a childe, if we're talking disciplines, a 5 dot 13th gen would win against a low gen childe. Only advantage he has here is blood points he could spend per turn, to heal and empower his physique. But as a rule no vamp can heal aggravated wounds as easily as fatal and blunt damage. Most dangerous thing about older vampires is not raw power per se, It's connections and how they play the influence and politics game.
Elysium supplement allowed for the creation of Elder and Elder level Childer (Pretenders) to play.

This can result in a much more powerful character. The blood pool of a 5th generation vampire is 40, they can spend 8 per turn to up attributes and power disciplines or heal non aggravated wounds. (Lethal and Bashing)

115 Freebie points spends awfully fast. It will take 35 points per discipline you take to 5 dots not counting your original 3 which are most likely clan disciplines. 13th gen is capped at attributes, abilities and disciplines of 5
Spend 1 per round blood and only a 10 blood pool.
You will be hard pressed to build a fake Methuselah 13th gen vampire that can reliably beat a similarly structured Pretender.
So yes, Generation, Blood, Spend Rate, Disciplines and just more skills and attributes will matter a great deal, especially if higher level disciplines are taken by said Pretender.
