No, but there is a one-timed big amount exp on defeat big rat for ease of progress early game (Only in new game+), reduce or remove the grind needed.

Same answer as below, you might need to do that way in any japan games unless is not an option.

Use locale emulator to change to jp locale, or change your system locale to jp.

Maybe try dazedanon gameupdate (a bat file inside your game folder, if none, download at main post), if I not wrong this might be missing game patch or translation bug.

Just for who are wondering about iceman, if you defeat iceman on the first encounter, nothing happens. Iceman is worth 500 exp by the way.
