Otaku: you need to watch anime on your pc at home until otaku skill reaches C level. Then you need to talk to him at school to learn where he lives.
Delinquents: teach classes repeatedly, there'll be an event eventually. Then, get caught by them when they appear outside the school on a weekday.

What is it missing to finish translating the whole game? I was waiting for the full translation but if the last part is not that important I might start playing.

I'll release full translation patch on the 30th. I translated true route ending yesterday, and now I'm going through the game looking for untranslated bits and pieces I forgot about.
