Shrug as am I and it's debatable. Some look older, some look about the same. It all depends from country to country, religion to religion and most of all the genes they get from their parents, like take my own mother, when she was 21 she looked like a 14 year old, still now she is 68 years old but lots of people who don't know her think she only 40. When I was driving taxi I met women who were older then me but looked younger, I came across young teenagers who were 16 but looked like they 30 and where I live now I still see girls round 17 a 19 but they look all so different some look like they still only 14 and others look like they old enough to date but are actualy jailbait under 18. The world has different legality from country to country.
The funny thing is in my country it jailbait if have sex with a 17 year old or younger if you are adult and 5 year older. But when I still went to school I met a muslim girl who was 14 years old and was married with a guy who could been her dad he was 36 years old. It is strange my country allows that, but when I would had slept as 30 year old with a 17 year old I would been in jail.
But looks doesn't define how old someone is, what literaly stands on their ID is what makes one adult or minor. And I think for most western countries the laws are somewhat the same, but for Russia, Eastern Europe, Africa, Asia, Middle East and South America they differ a lot from region to region.

Don't know every State in U.S.A. their laws, but I live here in Europe and there are exceptions that can marry before 18, but still must be approved by law first and lately noone here marries under 18, the only few I heard about was when a teenager had a terminal illness and would not make it to their 18 and they had a wish to marry the girl or guy they loved that been approved a few times.

Here (in very northern Europe) it was legal to marry someone under eighteen e.g. in the case of pregnancy till recently but not any more. Our age of consent of sixteen is rather conservative by European standards.
Well it's a very well known fact that the term morality refers at least to commonly shared view. (Ethics would mean something that is much more backed with philosophical argumentation, scholastics etc., but quite often these terms mean the same.)

Here in Belgium, well when I was 18 my girlfriend then was only 14 and thanks to my dad I had to come before a judge, but lucky her parents approved so it was no big deal and I got out of it. But then 2 years later they changed the law on consent to max 5 years age difference for adult with minor, not sure it still the same, coze laws often change here and not following them all.
When I was 29 and just before meeting my American girlfriend in UK some other UK girl I was in contact with tried to get me meet her as well but she was only 16 and wanted me to be her first, I was like girl are you nuts, i'm to old for you, but she kept pleading it was fine in the UK and I don't have to worry, but I never went in on it, just met my girlfriend and we been 5 years together before it broke off finding out she had another guy as well.
About the marry underaged, I think still can here, though I never heard of Belgians still doing it, it was more a thing back in the days of my mother's and dad's generation. Most teenagers here think only of marriage when they in their 20s or already much older.
Personaly I like my girls younger then me, but not to young, more like between 1 a 5 years younger to max 10 years, although i still feel it creepy how some very young girls still look at me and smile at me and look me up and down sometimes.
